Western Heights - Where the Heart Is

PROGRAM OVERVIEW

Where the Heart Is annually partners with one neighborhood to instigate overall neighborhood reinvestment. Residents work together with City staff, non-profits, businesses, religious groups and volunteers to stimulate positive physical and social change over the year. 

Resident engagement is pivotal to the success of this program. Collectively residents brainstorm ideas, connect resources, identify assets, help neighbors and work together to creatively solve problems and improve their own neighborhood.  

Simultaneously the City of Garland is reinvesting in the neighborhood in various ways for example improving streets, updating street lights, improving park access, educating residents and connecting residents to available resources to improve their homes.

Neighborhood Improvement Projects 

In the June meeting, neighbors were presented with updates on the completed and ongoing projects.  

• Sign toppers: Installed on top of many neighborhood street signs that were narrowed down by the Design Action Team and voted on by neighbors at the block party.
• Tree sculptures: Carved throughout the neighborhood. Residents signed up for turning dead, dangerous or dying trees in their front yards. Trees were carved from October 2023 through when funding ran out in May 2024. 
• Social activities and meetings: Gathered for coffee and donuts (April 2023), neighborhood block party (August 2023), and four community meetings (February 2023 - June 2024)
• Streetlights: Installed an additional streetlight on Lakewood Dr. based on the street lighting audit. 
• Speed humps: Requested by residents on Western Dr., but ultimately did not qualify for installation. Residents also considered requesting speed humps for Centennial Dr. 
• Walking trail: Installed Western Heights Walking Trail medallions every quarter mile for a 2 mile route in the neighborhood. 
• Screening wall: Presented with design concepts by an artist in the June 2024 meeting. The project will include painting the wall and installing artwork onto the Shiloh screening wall. Color samples will be painted the last week of April 2025 on the alley side. 
• Neighborhood group: three residents indicated that they would be interested in taking on a leadership roles in a neighborhood association to request funds for additional improvement projects and social events. 

Streets and sidewalks will be replaced on Lawson, Maydelle and King be prepared for street closures, construction and having to move parked cars from these streets. These updates are ongoing. Proyectos de mejora vecinal 

En la reunión de junio, se presentó a los vecinos información actualizada sobre los proyectos terminados y en curso.

• Sign toppers: Instalados en la parte superior de muchas señales de calle del barrio que fueron seleccionados por el Equipo de Acción de Diseño y votados por los vecinos en la fiesta del barrio.
• Esculturas de árboles: Esculpidas por todo el barrio. Los residentes se inscribieron para convertir los árboles muertos, peligrosos o moribundos de sus patios delanteros. Los árboles se tallaron desde octubre de 2023 hasta que se agotaron los fondos en mayo de 2024. 
• Actividades sociales y reuniones: Café y donas (abril de 2023), fiesta de barrio (agosto de 2023) y cuatro reuniones comunitarias (febrero de 2023 a junio de 2024).
• Farolas: Instalación de una farola adicional en Lakewood Dr. basada en la auditoría del alumbrado público. 
• Topes: Solicitados por los residentes de Western Dr., pero finalmente no cumplieron los requisitos para su instalación. Los residentes también consideraron solicitar topes para Centennial Dr. 
• Sendero peatonal: Se instalaron placas del sendero peatonal de Western Heights cada cuarto de milla para una ruta de 2 millas en el vecindario. 
• Muro de protección: Presentado con conceptos de diseño por un artista en la reunión de junio de 2024. El proyecto incluirá la pintura del muro y la instalación de obras de arte en el muro de protección de Shiloh. Las muestras de color se pintarán la última semana de abril de 2025 en el lado del callejón.   
• Grupo vecinal: tres residentes indicaron que estarían interesados en asumir un papel de liderazgo en una asociación vecinal para solicitar fondos para proyectos de mejoras adicionales y eventos sociales. 

Calles y aceras serán reemplazados en Lawson, Maydelle y King estar preparados para los cierres de calles, la construcción y tener que mover los coches aparcados de estas calles.
