NEON District Streetscape Project | City of Norfolk, Virginia
Construction Schedule, Detours and ParkingConstruction to resume as early as mid-July 2025.

The NEON District Streetscape Project encountered a utility conflict with the new sewer line during the infrastructure improvements work. To address the conflict, crews are tying in the new sewer line at Monticello Ave. and along Starke St. 

Construction is continuing along Monticello Ave. during which northbound vehicular traffic towards St. Paul's Blvd. will be restricted. Motorists can use Granby St. or St. Paul's Blvd. as a detour route. Motorists will still be able to travel southbound on Monticello Ave. towards Brambleton Ave. 

Once crews have installed the new sewer line along Monticello Ave., they will move to Starke St. working towards Granby St. 

While the contractor works on Monticello Ave. and Starke St., Granby St. will remain open to two-way traffic with on-street parking. 

It is anticipated that construction will resume on Granby St. as early as mid-July 2025.
